From the "You can't make this stuff up" page.

A police officer in Kentucky was accused of hitting a criminal twice while the criminal was handcuffed. He was fined $2, or a dollar per hit.

It's also rumored that the officer pulled out his wallet in court and attempted to pay, but neither the judge nor his staff had change for a five dollar bill so the criminal/plaintiff was ordered to step forward and the officer told to "just go on and hit him three more times."

OK, I made that last bit up, but it'd be funny as hell, right?
