Economics, Detroit-style
Just like something that you're find in some third-world nation, half of Detroit's parking meters don't work (you get ticketed for illegal parking near them regardless) and the city pays $32.00 to process each $30.00 ticket.
They might as well just cut out the middleman and mail each parking scofflaw two bucks per offense.
